 The room topic isn't usable for this purpose?

 To get an instant message sent to the people joining the room will require
 the room to do it or a bot in the room to do it or something similar. It
 isn't really something pidgin itself can do.

 If the message is static (or fetchable from somewhere) you could in theory
 write a pidgin plugin which watches for chatroom joins triggers on joins
 to the room in question and does the fetch and display then.
