Comment:

 pidgin uses GTK+. GTK+ does not use the normal Windows dead-key/compose
 setup and has its own instead. So instead of 'c producing ç (which to my
 mind doesn't make any sense as a sensible combination) it produces ć
 (which is much more visually sensible as a combination of the input
 characters). (Note: I'm not judging the Windows mapping and it may
 certainly have valid reasons for working the way it does I don't speak a
 language that uses ç.)

 I tried looking for a way to inspect the Windows compose mappings but
 didn't find any.

 Right-alt-c appears to produce ç with us-intl in both pidgin and Windows
 apps here. You can try using that. (I had expected that ,c would have
 produced ç in pidgin but it doesn't appear to here.)
