 -debug didnt point to anything I could see wrong.  it must be something
 subtle.  fwiw I finally found a copy of activeperl 5.10 to try, this other
 perl plugin has a download

 I uninstalled strawberry, installed active perl and everything worked
 straight away.  perl.dll loaded and more importantly the next time I
 started pidgin the google sms perl plugin worked again

 so seems like some specific thing strawberry perl does conflicts with
 something specific in win7 sometimes :) .. so if you run into this
 activestate 5.10 seems to not suffer from the same issues so you can try
 that or wait for this enhancement to be done (changing supported perl in
 the precompiled pidgin to be something more modern
